Citizen Journalist and Information Communication Technology training was conducted at Governance Resource Learning Center, Ministry of Interior for three days between 04 -06 March, 2014. The purpose of the training was to build the awareness of Commune council members and target youth in the use of computers with Khmer language and to have the ability to use Internet tools for researching, writing, sharing and discussing information openly and effectively This would help participants understand media ethics, law and policy. The participants were councilors from both municipalities and provinces including Phnom Penh, Battambang, Siem Reap, Kandal province, and University students from NGO partners such as KYSD and PHD. This training was organized through the cooperation of the Open Institute, National League Commune/Sangkat and Governance Resource Learning Center, Ministry of Interior.
in Cambodia.In his opening speech Mr. Buth Chik, Manager of Governance Resource Learning Center at the Ministry of Interior, said this training course was very important for the participants, Commune/ Sangkat Councilor and youth, in order to broadcast hot news in the right way.
He emphasized that the content of this training was very useful because even if we have done many activities, we cannot show to the other of what we have done if we do not know how to properly broadcast the information. He continued that despite the participants not being journalists, they can still write and broadcast news. The training course focused on subjects including: What is the best news, Role of Media, Story Planning, Professional Writing, Creative Writing, Press Release, Writing Hot news, What is a news photo?, and How to work with journalists in a way that is in line with the law and morality to avoid civil or criminal court cases as well as negative responses from citizens.
Ms. Sok Sokunthea, Program Manager of Promoting Youth Engagement in Development through the use of ICT at Open Institute, said that because the Governance Resource Learning Center, Ministry of Interior and Open Institute have the same goal, Open Institute organized this training at Ministry of Interior. Ms. Sok Sokunthea continued that Open Institute will cooperate with Governance Resource Learning Center, Ministry of Interior in the future.
Ms. Chea Sipheng, Second Assistant to the Chief of Kor Ki Thom Commune, Svay District, said she initially engaged political activists of Human Rights to help people to solve problems so it made her more popular in politics until she became the Second Assistant to the Chief Commune. During the election she was battled by many men’s advocacy efforts, but she still received her position as intended. She was delighted that Open Institute provides the opportunity to attend training and added that she was not aware of media practices and did not know how to write news any way until she received the appropriate training. Thanks to that training she understands the importance of the media as well as the use of computers with Khmer Unicode. After receiving the training, she knows what is good news and bad news, she confirmed that after the completion of this training, she will take the information to the delivery team and her friends. She suggested that Open Institute and other organizations help to organize other training sessions, especially training council communes in the provinces and finished by thanking Open Institute and Sponsor.
Thanks to this training, as well as learning about and practicing writing news, the participants will be able to know how to install Khmer Unicode software, and use email and social media (blog, Twitter and Facebook).
Citizen Journalist and Information Communication Technology training has been conducted a number of times in the past, but it is the first time which Open Institute organized this training course at Governance Resource Learning Center, Ministry of Interior.
This training attracted participants and made them want to learn and know more. They worked hard and remained active in the three days of the training course. This training is just one part of the “Promoting Youth Engagement in Development through the use of ICT” project funded by the Swedish Program for ICT in Developing Regions-SPIDER.
